Also as mentioned that right that gives a chance +2 loyalty per turn is well worth it. Skaven loyalty. 1: Make sure Maliketh is the highest level you have. It's a fear thing. 2: Make sure they aren't bored, so have them raid or kill things. 3: There are skills that have a chance to give loyalty per turn. 4: There is a rite that has a chance to give loyalty per turn.
